Tokyo Metropolitan Government Partners with HirePlanner to Expand Tokyo’s Global Tech Community

HirePlanner.com selected as an official partner of the Tokyo Metropolitan Government’s “Global Exchange Promotion Program”
WENOtech Co., Ltd., headquartered in Tokyo and led by Founder & CEO Fabien Brogard Cipriani, the operator of HirePlanner.com, has been selected as an official partner of the Tokyo Metropolitan Government’s “Global Exchange Promotion Project” and has entered into an agreement with the Tokyo Metropolitan Government.
Through the partnership, HirePlanner’s bilingual technology and professional community events—held in both English and Japanese—will receive official support as part of Tokyo’s efforts to strengthen the internationalization of its startup ecosystem.
The partnership will support the continued expansion of HirePlanner’s event series, including the upcoming Tokyo Tech Meetup × Career Event on October 15, 2026, as well as additional events planned during fiscal year 2026.
Selected as an Official Partner of the “Global Exchange Promotion Project”
The Tokyo Metropolitan Government’s Global Exchange Promotion Project aims to address one of the barriers to the internationalization of Tokyo’s startup ecosystem: the language barrier.
Through the initiative, the Tokyo Metropolitan Government supports private-sector companies and organizations that organize events and activities designed to attract international business professionals to Tokyo and contribute to the growth of startups and the development of a more globally connected business ecosystem.
Following a public application and selection process conducted by a committee that includes external experts, selected organizations enter into agreements with the Tokyo Metropolitan Government as official project partners and organize initiatives aligned with the objectives of the program.
Building connections within Japan’s global tech community
Since 2020, HirePlanner has independently organized community events in Tokyo with a clear mission: to bring companies and professionals together and create meaningful opportunities for people to connect, learn, and grow.

The Tokyo Tech Meetup event series has established a strong track record of attracting an international and highly engaged audience.

The events have become a meeting point for companies looking to connect with professionals who can work effectively across Japanese and English-speaking environments. Recruiting teams from startups, global companies and Japanese companies with international operations have participated alongside technology professionals from across Japan’s growing international business community.
The community, however, is not limited to people who are fully bilingual. The events are designed to be accessible to professionals who are comfortable communicating in English or Japanese and who are interested in participating in an environment where Japanese and English naturally co-exist.
They also provide an opportunity for professionals who may not yet be fully confident in English to experience a more international professional environment, meet new people and broaden their networks.
